Rubén Cortés Domingo is a senior Technology and Cybersecurity Executive with more than 25 years of experience modernizing public -sector digital services and strengtheningcybersecurity resilience in highly regulated government environments. As Technology and Cybersecurity Director at the Open Government of Catalonia (AOC), he leads one of themost advanced digital-government ecosystems in Europe, overseeing mission-critical platforms that support over 2,000 public entities and serve millions of citizens every day.
At the Government of Catalonia, Rubén is responsible for shaping and executing the strategic technology agenda that underpins digital public services across the territory. He directs amultidisciplinary organization dedicated to secure digital transformation, cybersecurity governance, and large-scale IT operations. His leadership ensures that public institutionsoperate with efficiency, transparency, and resilience—delivering digital services that are accessible, trusted, and sustainable.
Rubén has driven some of the government’s most transformative digital initiatives. He spearheaded the modernization of public services through the adoption of automated workflows,electronic signatures, advanced analytics, and hybrid cloud infrastructures. These initiatives have produced measurable, society-wide impact: more than €500 million in annualsavings for citizens, dramatic reductions in administrative burden, and significant environmental benefits through paperless programs that equate to over 17,000 trees saved eachyear. His work has also improved financial efficiency across government entities, for example, reducing supplier payment cycles to 15 days through fully digital invoicing processes.
In the field of cybersecurity, Rubén built the AOC’s cybersecurity division from the ground up, implementing a comprehensive Information Security Management System and ensuringcompliance with ENS (High Level), ISO/IEC 27001:2022, and the NIS2 Directive. Under his leadership, the organization has deployed SIEM, SOC, WAF, EDR, and robustrisk-management frameworks to safeguard mission-critical services. These efforts have achieved zero critical cybersecurity incidents and a 70% reduction in service disruptionsthanks to resilient hybrid-cloud architectures.
Rubén’s role extends beyond operations, he actively shapes cybersecurity and digital-government policy through collaboration with public institutions, regulators, and strategic partners. He works closely with executive leaders and government officials to align digital initiatives with strategic priorities, secure funding for innovation, and promote a culture of security and accountability across all levels of administration. He is also a trusted advisor to emerging leaders, fostering talent development, succession planning, and a long -term vision for digital resilience within the public sector.
A certified ISO/IEC 27001 Lead Auditor, CISM, and experienced executive in governance and risk management, Rubén is known for translating complex regulatory frameworks—suchas NIS2—into pragmatic, high-security models that reinforce operational resilience and accelerate digital transformation. His approach ensures that cybersecurity becomes a strategicadvantage rather than an administrative constraint.
