Prof. (Dr.) Shilohu Rao is a Professor of Law and Technology and Research Director of the Centre of Excellence at National Law University, Jodhpur, with over 25 years of interdisciplinary expertise in AI governance, data protection, and digital public policy. Holding a PhD in Data Governance, an LL.M. in Cyber Law, an MBA, and a B.E. in Electronics & Communication, he advises the India Federal Government Law Ministry, MeitY, and NITI Aayog on national AI regulatory frameworks and generative AI sandboxes for child and women’s safety.

A Global South leader, he has scaled Digital India capacity-building programs, impacting over 5.5 million users, led multi-crore grant projects in cyber forensics and e-governance, and published key policy commentaries in Elsevier journals. Representing India at the Council of Europe’s Octopus Conference and as an Academic Member of the global CyAN network, he bridges technical, legal, and ethical AI dimensions to promote safe, inclusive systems.
