Can and should encryption technology be regulated?
Political moves to regulate encryption have been a recurring feature of the technology policy landscape for almost 25 years.
Like a volcano, the debate first erupted—triggering vast amounts of heat and smoke—in the mid-1990’s when the Clinton Administration threatened mandatory backdoors so that law enforcement agencies could monitor encrypted communications.
Like Vesuvius, the issue returned to dormancy for a while, but flared again during early 2000’s, again in 2013 after Snowden revelations, again in 2016 with the infamous Apple refusal, and, according to our guest speaker, it’s building up for another major pyroclastic event that could blow at any time.
Join us as we hear Australian cyber policy expert Peter Coroneos recount his experiences when, as leading advocate for Australia’s internet industry from 1997 to 2011, he confronted politicians and bureaucrats as they agonized over whether—and how—to regulate encryption.
What has changed today? Does a solution exist that is effective, proportionate and secure? As cyber security professionals, what guidance can we offer to governments and clients?
